Create new user on Windows Server 2003

Start -> Administrative Tools -> Computer Management

In the new window, follow the tree on the left:

System Tools -> Local Users and Groups -> Users

Right click on Users -> New Users

In the new window, you can insert

User Name - Name of the user, with which it will log in
Full Name - (Optional) The full name of user, if it's a real person, or maybe the full name of the program, if it's an automated access.
Description - (Optional) A short description of the user, maybe a reminder of the permission assigned or the programs it can execute (RDP, or other custom programs)
Password - I hope this needs no explanation - remember to choose a secure password
User Must change password at next logon - This choiches are only yours, depending on the use or the security model you're using. This option allows a user to use their own password to access. If it's an automated job of some kind, maybe it's not a good idea, it will never be able to change
User cannot change password - This option is, for example, to share an account between multiple users. You don't want a user to lock out all the others because he decided (with the best intention of the world) to change the password
Password never expires - As above, this option is, for example, for an automated access. If it expires, the process won't be able to execute.
Account is disabled - If you're creating an account in advance of the effective use, you can temporarily disable the user directly at creation time.

CHECK at least 3 times what you inserted.

Then click on OK

Maybe you will need some additional configuration, depending on your server. But now, you have your user.

Remeber, the newly created user, will automatically be part of the group Users.

To allow RDP access to user:

Log in as Administrator
Start -> Administrative Tools -> Computer Management
In the new window, follow the tree on the righ:

System Tools -> Local Users and Groups -> Groups

Right click on Remote Desktop Users -> Properties
Click on Add
In the new window, write the correct name of the user (ex. rjdio)
Be sure you are in the right Location (I think usually you don't have to anyway)
Click on Check Names
If there are no errors, click OK

Now your user has RDP access. Before givin' away the credential, test you can remotely access this account.

Last step, as always is to TEST. Try to access to your newly created account, at least. If you added some custom configuration, check that the user can do what is allowed and that he can't do what is disallowed.
